Palestina llamó a la comunidad mundial a intervenir inmediatamente
para detener un nuevo plan de asentamientos Israelí, el mismo
confiscará cientos de hectáreas de tres aldeas Palestinas.
En un memorando a las Misiones Diplomáticas, el Ministro de Asuntos de Gabinete de Palestina, Yasser Abed Rabbo dijo: “Cientos de hectáreas de tierras agrícolas, en tres aldeas Palestinas, son amenazadas con la confiscación por parte de las Fuerzas de Ocupación Israelíes (FOI) y con asentamientos por parte de los colonos Israelíes.” Los nativos palestinos de Beit Eksa y Beit Souriq al Noroeste de Jerusalem y Sinjel al Norte de Ramallah han reportado que las unidades de las Fuerzas de Ocupación Israelíes acompañadas por ingenieros e inspectores examinaron las tierras en las tres aldeas, efectuando marcas especiales en las mismas, dichas marcas son usualmente usadas en la confiscación de áreas Palestinas. Los habitantes recibieron “advertencias de las Fuerzas de Ocupación Israelíes indicándoles no entrar, usar o cultivar en las áreas marcadas, lo cual confirma que dichas áreas son blanco de confiscación y asentamientos,” dijo el Ministro. Estas medidas Israelíes amenazan con confiscar cientos de hectáreas que se encuentran al Oeste entre las tres aldeas antes nombradas y la Línea Verde, agregó Abed Rabbo. Estas áreas constituyen más del 90% de la agricultura zonal, lo cual llevaría a que los habitantes de Beit Souriq fueran privados de su principal fuente de ingresos económicos, dijo el Ministro de Palestina. Abed Rabbo indicó que “este nuevo plan de asentamientos Israelíes quiere confiscar más tierras Palestinas y de esa forma anexarlas a la denominada (ilegal) Gran Municipalidad de Jerusalem a expensas de todas la ciudades y aldeas Palestinas que la rodean”. Abed Rabbo acentuó que el nuevo plan Israelí viola el “Mapa de Ruta” apoyado por los Estados Unidos. “Estas medidas Israelíes están en una violación flagrante del Mapa de Ruta, el cual estipula, en su primer período, un congelamiento de toda la actividad de asentamientos y confiscaciones de tierras en los territorios Palestinos ocupados,” dijo. Marcando Abed Rabbo que estas medidas Israelíes vienen inmediatamente después de la visita de la Asesora de Seguridad Nacional de Estados Unidos, Condoleeza Rice, a los territorios Palestinos e Israelíes; acusó al gobierno de Israel de insistir en sabotear los esfuerzos internacionales para revivir el proceso de paz. Las nuevas medidas de Israel revelan que “el gobierno de ocupación Israelí insiste en sabotear todos los esfuerzos internacionales de implementar el Mapa de Ruta y de regresar a la mesa de negociaciones,” agregó el Ministro y llamó a los gobiernos del mundo “para intervenir inmediatamente y detener esta nueva agresión Israelí, la cual amenaza con socavar el proceso de paz”.

(1/7/2003) called on the world community to immediately intervene
to stop a new Israeli settlements plan to confiscate thousands of
dunums of the land from three Palestinian villages.
In a memorandum to Diplomatic Missions, the Minister of Cabinet Affairs of Palestine Yasser Abed Rabbo said: “Thousands of dunums of agricultural land from three Palestinian villages are threatened with confiscation by the Israeli Occupation Forces (IOF) and settlement by Israeli settlers.” Palestinian natives of Beit Eksa and Beit Souriq, northwest of Jerusalem and Sinjel, north of Ramallah have reported that IOF units accompanied by engineers and surveyors had surveyed the land of the three villages, fixed special marks on it, which are usually used ahead of confiscating Palestinian areas. The inhabitants were handed “warnings by the IOF instructing them not to enter, use or farm the marked areas, which confirms that these areas are targeted for confiscation and settlement,” the minister said. These Israeli measures threaten with confiscation thousands of dunums of land from the three villages located westward between them and the Green Line, Abed Rabbo added. This area constitutes more than 90% of its agricultural area, which in turn means that the inhabitants of Beit Souriq would be deprived of their main economic source of income, the Palestine Minister noted. Abed Rabbo indicated that “this new Israeli settlement plan aims at confiscating more Palestinian land in order to annex them to the socalled (ilegal) Greater Jerusalem Municipality at the expense of all the surrounding Palestinian villages and towns”. Abed Rabbo stressed that the new Israeli plan is in violation of the United State-backed “Roadmap” peace plan. “These Israeli measures are in a flagrant violation of the Roadmap peace plan, which stipulates in its first stage a freeze on all settlement activity and confiscation of lands in occupied Palestinian territories,” he said. Noting Abed Rabbo that these Israeli measures came immediately following the visit by the United States national security adviser Condoleeza Rice to Palestinian Territory and Israel, he accused the Israeli government of insisting on sabotaging international efforts to revive the peace process. The new Israeli measures reveal “that the Israeli government of occupation insists on sabotaging all international efforts to implement the Roadmap and to return to the negotiating table,” he said Minister, and called upon governments worldwide “to immediately intervene to stop this new Israeli aggression, which threatens to undermine the peace process”.
